Large-load interconnection timelines in ERCOT and PJM

A large-load service timeline must separate application and verification, studies, agreements, infrastructure construction, and permission to energize. Use dated ERCOT or PJM guidance to identify the applicable process, then obtain the serving utility’s written initial-load and full-load schedule; a published study milestone is not a site energization commitment.

Build a schedule for the correct request

  1. Identify the service being requested. A data center drawing electricity needs a load-service path. A generator’s interconnection request concerns its own connection and injection rights; its queue timetable does not establish permission for a data center to draw load.
  2. Confirm the active process and eligibility. Record the utility, transmission owner, project ID, applicable rules, and date of the response. In ERCOT, confirm the project’s classification and verification status with its TSP/DSP and ERCOT.
  3. Separate the study clock from delivery. Track information completeness, verification, study scope and results, allocation or commitment, and required agreements as distinct gates.
  4. Add the physical critical path. Identify upgrades, land rights, permits, equipment, construction, testing, and energization approvals. State the MW and service conditions available at each phase.
  5. Refresh before a commitment. Check later notices and obtain written confirmation of the operative milestones before relying on a date in a land or customer agreement.

What the dated official references actually say

ERCOT notice, September 9, 2026Verification RFI responses within 10 business days; an extension of up to five business days could be requested.A total application, study, construction, or energization duration.

The PJM example is historical guidance, not a quotation of an enforceable service term. For present requirements, check the utility’s service documents and PJM’s current large-load process materials.

Do not reuse a retired process as today’s timetable

ERCOT’s July 8, 2026 notice ended further legacy LLIS reviews and approvals after July 10. The July 11 Planning Guide retains the former procedures in sections 9.8–9.10 expressly as legacy reference. Their short scoping and review intervals should not be presented as a generic current large-load connection schedule.

No current ERCOT-wide total duration is established by the references above. Ask for the applicable study schedule and a separate, evidence-backed construction and service plan. Read the load ramp and interconnection queue definitions, then use the site power-capacity guide to request the missing evidence.

Frequently asked questions

Is five years a current PJM service commitment?

No. It is the description in PJM’s September 2, 2025 educational presentation. Obtain the applicable utility and transmission owner’s current, site-specific service plan.

Does an ERCOT study-report date mean the site can energize then?

No. A report is a study milestone. Required commitments, infrastructure, testing, and energization approvals remain separate parts of the project schedule.

Can the former ERCOT LLIS review intervals be used for a new request?

Do not assume so. The July 11, 2026 Planning Guide labels those procedures legacy. Confirm the active pathway, eligibility, and operative deadlines for the actual request.

Are generation-queue and load-service timelines interchangeable?

No. They concern different rights and dependencies. Identify which process governs each part of a co-located or grid-supplied project.

Which dates should the development plan carry?

Carry initial-load and full-load dates separately, with MW, service conditions, remaining dependencies, responsible parties, and the dated utility evidence supporting each milestone.
